About the Role
The Fort Wayne Housing Authority (FWHA) is seeking a dedicated and detail-oriented Program Specialist to support applicants, residents, landlords, and community partners in the administration of affordable housing programs. This role is essential in ensuring compliance with HUD regulations while providing excellent customer service and helping families maintain safe and stable housing.
What You’ll Do
As a Program Specialist, you will:
Greet and assist residents and applicants with housing applications and documentation.
Review and verify applications, interview applicants, and determine housing eligibility.
Maintain accurate records, files, and data entry for applications and certifications.
Verify income, assets, expenses, and family composition to ensure compliance.
Conduct annual and interim interviews, calculate rent, and prepare recertification materials.
Explain rent calculations, process rent adjustments, and send required notices.
Recommend terminations or hearings when necessary and investigate possible fraud.
Ensure compliance with HUD’s Enterprise Income Verification (EIV) and Section 8 Management Assessment Program (SEMAP).
Provide responsive, professional customer service to residents, landlords, and community partners.
Promote FWHA’s mission and commitment to diversity, equity, inclusion, and belonging.
What We’re Looking For
The ideal candidate will bring:
High School Diploma or GED with at least 2 years of experience in application intake, eligibility, or a related field (housing experience a plus).
Strong computer skills (MS Word, Excel, Outlook) and ability to learn new software.
A valid state driver’s license (must be insurable under FWHA’s plan).
Excellent communication, problem-solving, and organizational skills.
The ability to balance accuracy with empathy while working with a diverse population.
A commitment to teamwork, reliability, and professional integrity.
Certifications
Must obtain certifications in HCVP Eligibility, Rent Calculation, Occupancy, Enterprise Income Verification (EIV), and PIH Information Center (PIC) within 1 year of employment (training provided).
