Winchester Hopes to Start Program for Addicted Mothers

The City of Winchester is moving forward with plans to open a shelter for moms dealing with addictions.  Moms who wish to go through the program could bring up to two children with them so they wouldn't have to be away from their children during that time.  Here's the story:
